Deputy Director of Scientific Affairs of Shamakhy Observatory named after N. Tusi of ANAS and Head of Department of Cosmic Plasma and Heliogeophysical Problems Elchin Safarali Babayev was appointed as the Rector of Baku State University (BSU) on March 11, 2019, according to the decree of the President of the Republic of Azerbaijan Mr. Ilham Aliyev.

Elchin Babayev is a prominent scientist and is a well-known specialist in the study of solar physics and geosphere influence of Solar-Earth relations and space weather variations. His research work in this field is multidisciplinary. Theoretical research focuses primarily on the oscillations and wave models in Helioseismology and Solar Atmosphere and serious scientific results have been achieved in this direction. Elchin Babayev's current scientific activity consists of complex researches on the sun, the effects of geomagnetic and cosmic rays on biological systems. New scientific directions such as Heliobiology and Heliomedicine have been founded in Azerbaijan based on high scientific results obtained by Elchin Babayev and fundamental and substantial work has been laid on intersecting science.
Significant and new results were obtained as a result of scientific research on the study of Solar-Earth relations and the study of the influence of space weather changes on technological and ecological systems by scientists from Israel, USA, Greece, Bulgaria, Belgium, Ukraine, Russia, England, Slovakia and other countries, dozens of articles have been published in high level journals abroad, these scientic works were cited as references and the results were made oral speeches in more than 50 international conferences, symposiums and seminars.
