On misinformation about the Observatory spread out
under the names of Igor Kosyagin and Sergei Mironov

Shamakhy Astrophysical Observatory (ShAO) n.a. N.Tusi of the Azerbaijan National Academy of Sciences is a modern scientific centre, where along with theoretical studies in the field of space plasma and heliogeophysical problems, researches on the priority directions of stars, planets and galaxies physics are carried out based on observational materials obtained on devices and instruments which meet modern requirements of practical astrophysics.
Devices and CCD matrixes used in spectral and photometric observations at ShAO are regularly updated, upgraded, and the methods of digital processing of observation materials are improved and adapted with world standards.
The results of scientific research carried out at the ShAO are regularly published in international journals specialized in astronomy. As a result of the purposeful scientific and organizational work, in recent years, the number of publications of ShAO staff in the journals with impact factor had tripled.
As a result of a competition conducted by the international company “Clarivate Analytics”, in 2018, ShAO was awarded the first place among scientific institutions in Azerbaijan for its productivity.
High scientific results have allowed us to win several Russian-Azerbaijani joint grant projects.
In recent years, ShAO staff’s results on theoretical studies of cosmic plasma physics, as well as experimental results of the spectral and photometric studies of dynamic processes on active nuclear galaxies and from observations of a supergiant star which shows observational features within an international program, were published for the first time in the history of the observatory in scientific journals with high impact factor. ShAO was the winner of Mega-grant Horizon2020 of the European Union in 2019. This grant is expected to carry out research activities with astronomers from 5 European and 3 South American countries over four years. Since January 2019, within this grant project, spectral observations of massive supernovae stars have been carrying out on a 2-meter telescope of ShAO, and obtained observation materials would be analyzed within international cooperation.
As a result of the progress made, the telescopes of our observatory are presently connected to the international telescope network within the GRANDMA project (https://grandma.lal.in2p3.fr/shao-obs/). By joining this network, our observatory participates in optical range investigations of the Kilonova event (the formation of a powerful gravitational wave as a result of fusion of two neutron stars).
Young researchers of ShAO are conducting joint research in German and Belgian scientific centers within the PhD and Postdoc programs. In order to ensure the integration of science and education, a branch of the “Astrophysics” department of BSU has been established at ShAO. Currently, work is underway to carry out astrophysical experiments with using of NANO satellites in the cosmos.
While we are dealing with our daily concerns, unknown persons or person under the name of Igor Kosyagin and Sergei Mironov have appealed to You with their defective comments, referring to the Ordinance 188, signed by the Director of the ShAO on September 15, 2016.
This appeal has been sent to more than 2,000 addresses in Azeri, Russian and English, and promised to be sent to any part of the world. Seems that this order challenges the sunrise, humanity dragged into the disasters, and Mr. Kosyagin gave an SOS signal. Does this agiotage show that this appeal have a healthy purpose? Where does Mr. Kosyagin get information about the extent to which the provisions of the order are fulfilled?
He could consult the first source, the directorate of ShAO, to get a detailed view of the order. These and other questions clarify, in part, at the end of Mr. Kosygin's appeal. Mr. Kosyagin, a fake "fan of science", makes predictions about the purpose of using lodgings in the observatory, referring to websites. This obscene and slanderous information was shared by a former observatory worker Yanosh Maharramov in media. What prompted Mr. Kosyagin and Mironov, who is not even mentioned among astronomers, to enter this ugly game?
We would like to inform you about the order mentioned in the appeal that anyone familiar with the copy of that order understood that the nature of the appeal was perfidious. Thus, it is necessary to temporarily suspend the operation of astronomical devices and telescopes, to carry out the necessary preventive measures, to teach young astronomers to properly perform the necessary stages of processing and obtaining the spectrum of celestial bodies, and so on. And it cannot be understood as the abolition of scientific results.
The appeal was addressed to more than 50 prominent astrophysicists from around the world who participated in the International Conference "Physics of Stars and Planets", dedicated to the 60th anniversary of the ShAO on 16-20 September 2019. The renowned scholars noted the successful completion of the conference, the high level of scientific research in ShAO and the active participation of our scientists in the conference.
We urge you not to believe in the appeals of those who want to overshadow our successes and academic achievements with evil and slander.
